How do i stop my computer from restarting over and over?
I was using the computer when i had accidentally turned off the surge protector. I turned it back on to find that i was led to the menu that appears when you do no shut down windows properly (safe mode, safe mode w/ networking, start windows normally etc). I found that any option i chose would lead me to the windows booting screen, then a blue screen for 1 second and then it would restart over. It has become a restarting loop. I’m not sure what to do. I’ve pressed f8 to get to security but it leads me to the safe mode choices again.. Can anyone help?
To add: choosing any option from the safe mode screen (including the option of starting from the last good config) leads me to the windows booting screen and then restarts. all of the options end that way.

1 – turn on monitor
2 – turn on computer
3 – constantly tap f8 – located at top of your key board
4 – when new screen comes up – use up and down arrows on your key board
to high light safe mode or last know good configuration etc
5 hit enter on key board
6 – windows should start or it will give options on how to start windows
