shadow ball= I give this moveset 1010 but toxicroak isnt really that strong.

water pulse=810 teach him surf and get rid of water i no it may cause confusion but surf has 30 better power

swagger= 5/10 no need for more than 1 elect move you choose either thunder or bolt it might take time to train but try breed 1 so it has the moves thunder ice and fire thang as luxray has a high attack these moves will benifit him

substitute = 1010 thats the moveset i use for him too =)

psychic=again 1010 same moveset i use
garchomp:
dragon claw
dragon pulse
giga impact
slash=3/10 great pokemon but slash giga impact and dragon pulse could be changed for better moves like fire blast ice beam i think it can learn it and then a move of your likeing
